4500 NIT is a technical spec that is under certain parameters and constraints etc.. One Plus has small print explaining all this sort of tech spec stuff...same deal with IP rating too. All the phone companies do the same tech spec stuff for marketin...

In the USA...be very careful to check bands in Chinese version or you may have little to no service. I was wanting the 24Ram and 1TB Chinese version but it does not have all the bands the US version OP12 has and it was a no go for my location and car...
